China, Russia And Iran Rush To Fill The American Leadership Void Shoshana Bryen

A bizarre series of new and/or deepened relationships around the world — often including countries that had long been at odds or at war — has emerged in the past twelve months. Take a deep breath and look around: China-Saudi Arabia, China-Iran, Israel-China, Tesla-China, China-Democratic Republic of Congo (DRC), Brazil/Venezuela/Cuba-China. Saudi Arabia-Syria, Saudi Arabia-Israel, Iran-Saudi Arabia, Saudi Arabia-Palestinian Authority, Iran-Iraq, Russia-Iran, Iran-Venezuela/Cuba/Nicaragua, Russia-Israel, Japan-South Korea, Japan-Russia.

Every single one and the consequences they produce are the result of the clear withdrawal of the United States as the lynchpin of relations and alliances on the world stage (with the exception of pouring billions of dollars’ worth of weapons into Ukraine). The Biden administration has created a vacuum in the Middle East, South America and Africa. Into every vacuum pours … well … nothing good.

Side Story: Israel’s experience with territorial vacuums can be seen clearly in Lebanon. Withdrawing from southern Lebanon to the UN line in 2000 was supposed to lead to more peaceful bilateral relations since Israel no longer controlled Lebanese territory. However, the Christian forces of the South Lebanese Army (SLA) weren’t enough to hold the space, and Iranian proxy Hezbollah filled the vacuum. Israel’s withdrawal from Gaza in 2005 removed the IDF. With no IDF and no Israeli citizens in the Strip, Iranian proxy Hamas filled the vacuum. Israel remains in Judea and Samaria by right but also because it is clear that the PA cannot hold the territory in the absence of the hand of the IDF.

The US plays on a bigger stage.

The vacuum of leadership can also now be seen in Sudan conflict. The Biden administration has reportedly abandoned 16,000 US citizens in the country, who were left there to make “life or death decisions”.

“[Y]ou had President Xi in Moscow with Putin earlier this week, you have a China negotiating relations and some sort of normalization between Saudi Arabia and Iran is all evidence of a vacuum that’s been created… It’s a vacuum of American leadership. It’s one of the reasons why we need strong bold leader, we’re the leader of the free world. The ruling mullahs of Iran have also become a major exporter of weapons to Russia – and are not limiting themselves to exporting just drones.

The vacuum that the Biden administration has left across the world as well as a result of its failure to lead is not only effectively handing the US over to China, Russia and Iran; it is also apparently viewed by these rogue states as a green light to act in whatever malign way they want.

Russia is taking over Sudan, reportedly for its gold and to build a port that will be able to block shipping through the Suez Canal. Iran’s ruling mullahs have reportedly poisoned “hundreds of schoolgirls” to try to discourage them from receiving an education. Last week, another oil tanker was seized in the Gulf of Oman; and an interrogator recently broke the kneecaps of a 70-year old grandmother, a political prisoner serving 10 years in prison.

Why is the United States allowing this monstrous Iranian regime to acquire nuclear weapons?

Due to the vacuum of leadership that the Biden administration has left on the global stage, China, Russia and the Iranian regime have become more empowered and emboldened than ever — a situation that helps the Iranian regime to skirt US sanctions. It also enables the ruling mullahs to gain access to funds and advanced military materiel, empower its militia and terror groups in region, and especially accelerate its race towards acquiring nuclear weapons.

In other words, the overall effect of the secret reports was to confirm what everyone assumed to be true at the time. The intelligence analyst started from an already established assumption and then tried to confirm it.

Since then we have witnessed numerous examples of that bizarre method. Right to the end, Washington’s Kremlin-watchers couldn’t envisage the Soviet Empire falling like a house of cards. They focused on Mikhail Gorbachev’s perestroika and glasnost, in other words, repeated what they had read in the newspapers. An avalanche of “top secret” reports was produced on individuals who were to become embarrassingly irrelevant figures in the blink of history’s eye.

The same intelligence community reported Russia’s saber-rattling over the Crimean Peninsula as mere gesticulation by President Vladimir Putin in the context of the power struggle in Kyiv, presumably to endorse President Barack Obama’s decision not to enter a fight with the Russians. When Putin did invade and occupy the peninsula in 2014, Obama tried to weasel out of a tight corner by declaring that Russia was a “regional power” and that its actions on its own were not a US “national security concern”.

The intelligence community tailored its “top secret” reports to suit Obama’s naïve analysis, effusively giving Putin the green light for his second invasion of Ukrainian territory over a year ago. The same reports overestimated Russia’s military power, ignoring the fact that much of its weaponry consisted of antiquated hardware inherited from the Soviet era.

The intelligence community got it right when it predicted Putin’s invasion last year. But that prediction did not result in Washington decision-makers shaping policies to deal with the crisis.

Maybe decision-makers would have done better to read the newspapers, rather that the “top secret” memos they received and ignored.

Two weeks after a massive leak of supposedly secret US government documents, the Biden administration seems to be still unable to explain what happened let alone suggest ways of avoiding a remake of the tragi-comic incident. On closer examination, this may not be surprising, as there is still no credible account of what happened when WikiLeaks published 700,000 secret documents almost 13 years ago. However, focusing on the policing aspects of these incidents may divert attention from other more pertinent issues regarding the classification of secret documents and the use made of them by decision-makers.

During the Biden administration, the Iranian regime has also attempted to assassinate US officials on American soil.

Even The Washington Post pointed out that the attempted kidnappings should be a serious warning to the Biden administration: “The message for the Biden administration, which has frequently proclaimed its intention to defend pro-democracy dissidents, is that Iran and other foreign dictatorships won’t shrink from launching attacks inside the United States unless deterred…”

Instead, the Biden administration remains silent and evidently still wants to reward the mullahs with the nuclear deal and it continues to see “diplomacy” — read: appeasement — as the only path to deal with the Iranian regime.

Nothing…. seems to be deterring the Biden administration from trying to give the Islamist regime of Iran the ultimate gift: unlimited nuclear weapons.

In the absence of any desire on the part of the Biden administration to support the Saudis — for decades one of Washington’s most important allies in the region — China has moved quickly to fill the diplomatic vacuum to launch its own initiative to restore ties with Iran.

[T]he fact that the Chinese can pull off a diplomatic coup involving a country that was formerly a key ally of the US serves as a devastating indictment of the Biden administration’s incompetence.

Having previously castigated Saudi Crown Prince Mohammed bin Salman, the country’s de facto leader, over his alleged involvement in the murder of Saudi dissident Jamal Khashoggi, as well as the Saudis’ involvement in Yemen’s disastrous civil war, Biden demanded that the Saudis increase oil production to ease the global shortage caused by the Russian invasion of Ukraine.

At the same time Biden made it clear that his main policy goal in the region was to resurrect the flawed nuclear deal with Iran, a move the Saudis responded to with utter dismay.

Unsurprisingly, Biden left Riyadh empty-handed, prompting the Saudis finally to cut their losses with the White House, and look for alliances elsewhere.

This is indeed a sorry state of affairs for two countries that once prided themselves on their close ties with Washington but now, thanks to the Biden’s administration’s ineptitude, now find themselves seeking alliances with America’s enemies.

The Biden administration may have lost interest in the Middle East, but it is not a sentiment that is shared by rival powers such as China and Russia.

While U.S. President Joe Biden has shown nothing but contempt for long-standing allies in the region, both China and Moscow have been quick to exploit Washington’s wilful neglect to their own advantage.

An overwhelming majority of American people reportedly do not trust President Joe Biden on Iran’s nuclear deal.

“[I]n a timely question in the McLaughlin & Associates survey, 63% of Americans believe that providing Iran a path to building the weapons is a bigger threat to the United States than Russia’s invasion of Ukraine (at 21%).” — Washington Examiner, March 4, 2022.

One reason behind this mistrust is likely related to the notion that the Biden Administration has been caught so often misleading the Congress and the American public.

The major problem is that any nuclear deal would most likely include the previous sunset clauses, which set a firm expiration date for restricting Iran’s nuclear program, after which the country’s leaders would be free to spin centrifuges and enrich uranium at any level they wished.

Finally, with all the inconsistencies, lies and concessions, it is no wonder why majority of Americans do not trust Biden on Iran. The US Congress and the American public have the right to be informed about this regime that has been killing Americans and taking hostages for almost four decades, not to mention how brutally it treats its own people, or uses its proxies in the Middle East to try to obliterate its perceived enemies. Is the Biden Administration actually about to let a regime such as this acquire nuclear weapons?

Given the right American policies, China’s regime can be deterred.

For decades, the United States has tried to manage the situation across the Taiwan Strait by not angering Beijing.

White House and administration officials, both anonymously and on the record, contradicted the president [that the U.S. would send troops if there was an attack] on all four occasions. The Chinese certainly do not see firmness in the Biden administration but disarray.

This disarray has almost certainly emboldened Beijing to act even more aggressively.

So, what must Biden do at this late date to reestablish deterrence?

Washington should offer to recognize Taipei as the legitimate government of “Taiwan” if it wants America to do so, offer a mutual defense treaty to Taipei, on an emergency basis begin moving weapons and supplies to the island, and base troops there as a tripwire.

Many will say these steps—similar ones on the Korean peninsula have worked—are risky.

Three decades of misguided Taiwan and China policies have left Washington with no risk-free options…. [T]he most risky and dangerous option is to continue with policies that created this situation in the first place.

Beijing’s long delay in reporting Ladakh [India] casualties suggests the Communist Party would be hesitant to fight to take Taiwan. China, in short, can be deterred by the prospect of massive casualties—or maybe even just a few of them.

Ultimately, the Biden administration, to establish deterrence, must possess the forces in the field to inflict casualties on China. “[T]he United States has no choice but to initiate a crash program to rebuild a regional/tactical nuclear deterrent, from nuclear artillery shells to short-, medium-, and intermediate-range nuclear-tipped missiles,” Richard Fisher of the International Assessment and Strategy Center told Gatestone.

In the Cold War in Europe, America deterred a militarily superior Soviet Union with its announced willingness to use nuclear weapons, and Ronald Reagan’s deployment of the nuclear-tipped Pershing II missile held back an aggressive Moscow. Biden, however, has made it clear that he abhors nukes.

Biden, therefore, better come up with a plan quick.

The Eastern Theater Command of China’s People’s Liberation Army just declared it is now “ready to fight.” Biden, on the other hand, does not appear ready to reestablish deterrence in an era of Chinese aggression and belligerence.

1) Joe Biden abruptly pulled all U.S. troops from Afghanistan. He left behind to the Taliban hundreds of Americans and thousands of pro-American Afghans. Biden abandoned billions of dollars in U.S. equipment, the largest air base in central Asia—recently retrofitted at a cost of $300 million—and a $1 billion embassy. Our government called such a debacle a success. The world disagreed and saw only humiliation.

“China is going to eat our lunch? Come on, man!” Joe Biden said at a rally during his presidential campaign in 2019 as he downplayed China’s threat to the United States.

Since he became president, Mr. Biden himself has been out to lunch when it comes to confronting the multipronged military, economic, and diplomatic challenges that China poses to the vital national security interests of the United States.

President Biden, for example, turned the other cheek for several days in February while China’s spy balloon was maneuvering over sensitive military installations across the continental United States before the balloon was finally shot down. The president claimed at the time that the spy balloon was “not a major breach.” He recklessly signaled to America’s number one adversary that invading sovereign U.S. airspace for days to conduct an intelligence operation over several U.S. military installations is no big deal to America’s commander-in-chief.

Contrary to the Biden administration’s assurances that it successfully blocked China from gathering any valuable intelligence, NBC has reported that China’s spy balloon “was able to gather intelligence from several sensitive American military sites,” according to NBC’s sources.

The spy balloon is just one part of the Chinese regime’s increasingly aggressive strategy to test the Biden administration’s resolve, which has proven to be seriously wanting.

Last month, the Chinese regime announced a 7.2 percent increase in its military budget, more than double the rate of increase that President Biden has proposed for his fiscal 2024 defense budget. In particular, President Biden’s defense budget is woefully inadequate in addressing China’s expansion of the size of its naval ship fleet to the point that it already surpasses the size of the U.S. naval ship fleet.

Moreover, as U.S. Senator Roger Wicker, R-Miss., ranking member on the Senate Armed Services Committee, noted last February during remarks he delivered on the Senate floor:

“The Chinese Air Force now flies fifth-generation aircraft armed with air-to-air missiles that outrange our own. The entire People’s Liberation Army conducts advanced and realistic training. And our own top cyber officer, General Paul Nakasone, says the improvement in Chinese cyber capabilities is ‘unlike anything [he has] ever seen.’”

The notion that a declining power like Russia, which has domestic problems, a shrinking economy, a shrinking demographic base, is somehow a bigger threat than China is laughable. It is indicative of a larger issue, which is that Biden essentially has a soft spot for Beijing. The question, of course, is why?

This is a commercial relationship that not only has made the Bidens money. It has advanced the strategic and military interests of the Chinese government itself.

The first one is a private equity arrangement or deal that Hunter Biden has with the Chinese government itself. This is a deal that began and was finalized in December of 2013. It led to the creation of something called Bohai Harvest RST or BHR Partners…. the Chinese government poured in a billion dollars. They later expanded that to a-billion-and-a-half dollars…. One of the partnering firms that created BHR was Hunter Biden’s firm, Rosemont Seneca Partners.

Hunter Biden was put on the board of directors of BHR Partners…. What is astonishing about this is, first of all, that the Chinese government funded this venture. Again, these are not individual Chinese companies. This is Chinese government money.

In 2017, his lawyers admitted that he [Hunter Biden] also took a personal stake. In addition to the firm that he owned part of, he took a personal stake in these deals. That is deal number one. Then there is deal number two with the Chinese government. This involves a real estate firm called Rosemont Real Estate, of which Hunter Biden was a co‑founder.

Rosemont then becomes Gemini Rosemont Realty. The Chinese government is later to put in more than $100 million in cash. They publicly say that they are going to put billions of dollars of equity into this entity to make it even more successful. Here you have two large deals.

When you look at what that private equity firm does, the first thing they do is they become an anchor investor in a Chinese firm called China General Nuclear (CGN). Why is this interesting? This is a nuclear energy firm that about eight months after Hunter Biden’s BHR becomes an anchor investor, they are charged by the FBI in the United States. That firm was stealing nuclear secrets in the United States.

In particular, CGN is trying to gain technologies related to the small nuclear reactors that are put on submarines, which provide a huge military advantage to the United States.

Another acquisition they make is that Hunter Biden’s BHR firm buys half of a company called Henniges in Michigan — and another Chinese entity buys the other half. That other half is bought by AVIC, which is the Chinese state‑owned aviation military contractor. AVIC builds all the military aircraft for the Chinese military.

What I think is important about the Biden story is not simply the fact that the Biden family made money because of the Chinese military and that Joe Biden speaks very kindly about the Chinese since those deals have gone down, but also that the Biden family involving the son of the vice president directly benefit the Chinese military.

China is a power that has demonstrated over the last decade that they want, by 2025, to supplant the United States as the major economic power in the world. Then by 2030, they want to match the United States militarily.

The Chinese government has also spoken openly about their desire to upturn and change the global order for their benefit. What we have in the Biden family is a family that has become wealthy by enabling, helping, aiding and abetting the Chinese in doing exactly that.

In terms of Hunter Biden doing nothing wrong, it does not seem that there has been anything illegal. I have always contended that the problem in Washington DC is that some of the worst crimes or worst acts of corruption are done by people who engage in legal behavior. In Washington DC, the political class gets to make their own rules. They get to rig the game, as it were, to ensure that the real lucrative stuff that is corrupt — and should be illegal — is the very stuff that they engage in.

Hunter Biden has stepped off the board of directors of BHR. Here is the problem: he still retains his equity stake with this Chinese firm. He still has other deals that he conducted with the Chinese from which he benefited.

The Biden team has lied repeatedly. I can go into greater detail…. It has been subterfuge from the beginning. They need to be called out on it….. The American people understand if somebody’s giving you a sweetheart deal, particularly an actor like China… without getting something in return. They are not that stupid.

The problem is the way that rules are written in Washington DC, they are written by the political class themselves. They carve out certain things…. If [Biden] gets a $250 campaign contribution from a GE executive, it is disclosed by the FEC…. If his adult son flying on Air Force Two, clearly close with the vice president, strikes a series of deals with a foreign government that are lucrative and beneficial to him, there is no requirement for disclosure — which, to me, is shocking. One of the things that has to change is that we need greater transparency.

The great gold mine that they have discovered are these foreign entities. With Hunter Biden, you have these deals in China. You also have the deal in Ukraine that everybody’s familiar with…. [Hunter Biden] is given a million dollars a year by a company even though he has no background in Ukraine and no background in energy. Everybody knows what is going on. Unfortunately, it is legal.

There ought to at minimum be a requirement that you disclose any foreign dealings involving the family members of politicians, Republican, Democrat, executive branch, legislative branch. That would be very, very helpful. The way you discuss this and you explain this to people is: It is not a question about what is legal. There are lots of things that are legal in Washington that are highly corrupt. The key thing is, does this compromise Joe Biden?… Has he done favors for that foreign power?

One of the things that the great Roger Robinson has been working on…. He is looking into the fact that in 2013, the Obama administration signed a letter which said that the Chinese companies listed in the New York Stock Exchange did not have to conform to Sarbanes‑Oxley auditing and some of the other requirements that US and other foreign firms do. It is quite a cutout for the Chinese.

The question about blackmail, to be blunt about it, is, are they going to need to blackmail Joe Biden? Joe Biden’s posture towards China is incredibly soft.

[T]here has been a complete lack of curiosity by the media, and even, as we have seen, suppression.

Something may emerge but I am not sure there is something that they want that he is not already prepared to give them.

China is a rival power. They are supplanting the United States on the global stage, both in terms of their economic capability and in terms of their military capability.
